﴾ٱلرَّحۡمَٰنُ عَلَى ٱلۡعَرۡشِ ٱسۡتَوَىٰ ﴿
[ طه: 5]
The Most Beneficent (Allah) Istawa (rose over) the (Mighty) Throne (in a manner that suits His Majesty).

The Most Merciful [who is] above the Throne established.
Tafheem-ul-Quran by Syed Abu-al-A'la Maududi
(20:5) The Merciful is sitting on the throne of the Kingdom. (of the universe) *2

*2) That is, "After creating the universe, He is ruling over it and conducting all the affairs of its management."
