Translation of the verse 83 from Surah At-Taubah : Number of verses 129 - - page 200 - Part 10.

﴾فَإِن رَّجَعَكَ ٱللَّهُ إِلَىٰ طَآئِفَةٖ مِّنۡهُمۡ فَٱسۡتَـٔۡذَنُوكَ لِلۡخُرُوجِ فَقُل لَّن تَخۡرُجُواْ مَعِيَ أَبَدٗا وَلَن تُقَٰتِلُواْ مَعِيَ عَدُوًّاۖ إِنَّكُمۡ رَضِيتُم بِٱلۡقُعُودِ أَوَّلَ مَرَّةٖ فَٱقۡعُدُواْ مَعَ ٱلۡخَٰلِفِينَ ﴿
[ التوبة: 83]

If Allah brings you back to a party of them (the hypocrites), and they ask your permission to go out (to fight), say: "Never shall you go out with me, nor fight an enemy with me; you agreed to sit inactive on the first occasion, then you sit (now) with those who lag behind."

English - Sahih International

If Allah should return you to a faction of them [after the expedition] and then they ask your permission to go out [to battle], say, "You will not go out with me, ever, and you will never fight with me an enemy. Indeed, you were satisfied with sitting [at home] the first time, so sit [now] with those who stay behind."

Tafheem-ul-Quran by Syed Abu-al-A'la Maududi

(9:83) Henceforth, if Allah brings you among them and any of them asks your leave to go forth for Jihad. say to them plainly, "Now you shall never be allowed to go forth with me nor to fight an enemy in my company; as you were pleased to stay behind the first time, now you stay at home with those who stay behind".
